Pakistan’s Five-Year National Report: Gender-Based Violence Crime Analysis 2021–2025

Mon, October 26, 2026

Gender-based violence (GBV) remains one of the most pervasive human rights challenges, affecting women and girls across all regions, social classes, and communities.

On behalf of Peace & Justice Network Pakistan, as part of our National Data for Justice & Rights Development (D4JRD) Initiative, we present Pakistan’s Five-Year National Report: Gender-Based Violence Crime Analysis 2021–2025, documenting reported gender-based violence across Pakistan over the past five years.

The analysis records 237,216 reported cases of violence against women and girls across major crime categories, including 118,091 cases of kidnapping and abduction, 2,053 cases of honour killings, 24,129 cases of sexual violence, 20,605 domestic-violence-related crimes, and 728 reported cases of workplace harassment. The report examines trends and patterns across Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Islamabad Capital Territory, Gilgit-Baltistan, and Azad Jammu & Kashmir, highlighting the scale and diversity of reported GBV and the continuing need to strengthen prevention, protection, reporting mechanisms, institutional response, accountability, and access to justice.

Beyond presenting statistics, the report provides an evidence base for action, highlighting key patterns, geographic trends, reporting gaps, and areas requiring stronger institutional and community-level responses. As the analysis is based on reported cases, the findings should be understood as an indicator of documented violence rather than a measure of the full prevalence of GBV in Pakistan.

Call to Action:

This five-year analysis is intended to serve as a practical evidence base for government institutions, policymakers, justice-sector actors, civil society organisations, development partners, researchers, and other stakeholders working to address gender-based violence in Pakistan.

Stakeholders are encouraged to utilise the findings to strengthen policies, programmes, institutional planning, budgeting, prevention strategies, reporting mechanisms, survivor-centred protection, and access to justice. The evidence can also support stronger inter-institutional coordination and accountability and help identify areas requiring targeted action.

PJN Pakistan calls upon all stakeholders to translate this evidence into informed action and collectively strengthen systems for the prevention of GBV, protection of survivors, accountability, and justice for women and girls across Pakistan.

Together, we can turn evidence into action and strengthen the gender justice and protection system in Pakistan.

Thank you and regards,
