Our National Approach to the Gender Justice Safety Net is rooted in the principles of safety, dignity, and equal access to justice for all. It prioritizes the prevention of gender-based violence through coordinated legal, social, and institutional responses, ensuring that women and girls, gender-diverse persons, and other vulnerable groups are protected from harm. By strengthening survivor-centered reporting mechanisms, legal aid services, and safe referral pathways, the approach seeks to create an environment where survivors can come forward without fear, access immediate protection, and receive comprehensive support.
At the core of this approach is the empowerment of survivors and the advancement of accountability. It focuses on expanding access to justice through responsive policing, effective prosecution, and survivor-informed judicial processes, while also addressing structural inequalities that perpetuate discrimination and violence. By investing in community awareness, capacity-building of duty-bearers, and partnerships with civil society, the Gender Justice Safety Net aims to transform systems, restore trust in institutions, and ensure that justice is not only promised but delivered.

Report presents a comprehensive and evidence-based analysis of police-recorded gender-based violence across Pakistan between 2022-24. Covering a three-year period, the report documents the scale, patterns, and severity of violence experienced by women and girls and highlights urgent gaps in protection, accountability, and justice delivery.
Between 2022 and 2024, a total of 140,070 cases of violence against women and girls were reported to the police nationwide, revealing an alarming and sustained rise in reported GBV crimes. Year-on-year analysis shows a steady upward trend, with reported cases increasing by 18 percent in 2022, 22 percent in 2023, and a sharp 41 percent surge in 2024. While this increase reflects, in part, improved awareness and reporting in certain regions, it also signals escalating risks, persistent structural inequalities, and significant failures in prevention and protection mechanisms.
