Government to shift FC Headquarters from Peshawar to Islamabad

The federal government has decided to relocate the Federal Constabulary (FC) Headquarters from Peshawar to the federal capital, in line with its plan to transform the force into a modern and active security institution.

The decision was taken during a meeting chaired by Interior Minister Mohsin Naqvi at the Capital Development Authority (CDA) Headquarters. Minister of State for Interior Talal Chaudhry, Federal Secretary for Interior, Commandant and Deputy Commandant of the FC, Chairman CDA, IG Islamabad Police, DC Islamabad, and other senior officials also attended.

Naqvi directed the authorities to identify suitable land in Islamabad for the new headquarters and prepare a master plan. He emphasized that the chosen site must accommodate both administrative offices and training facilities. “The government is determined to build the Federal Constabulary on modern lines and turn it into a strong and dynamic force,” he said.

The development follows President Asif Ali Zardari’s promulgation of the Frontier Constabulary (Reorganization) Ordinance, 2025, which has restructured the Frontier Constabulary into the Federal Constabulary with expanded jurisdiction. The ordinance, which took effect immediately after cabinet approval, amended the Frontier Constabulary Act of 1915.

Under the new framework, the FC will operate across all four provinces, Islamabad Capital Territory, Azad Jammu and Kashmir, and Gilgit-Baltistan. Previously, its role was largely confined to maintaining law and order in Khyber Pakhtunkhwa’s border areas.

The reorganized force will be headed by an Inspector General appointed by the federal government and will be divided into two main divisions:

  • Security Division, comprising existing FC personnel.
  • Federal Reserve Division, dedicated to anti-riot operations and special protection duties.

The ordinance also authorizes recruitment for a Federal Reserve Force to strengthen law and order operations. The FC’s expanded mandate will cover riot control, internal security, counterterrorism, and protection responsibilities nationwide.
